Professor Russell has worked for Regulatory Economics Group, Mackinac Center for Public Policy, and the Charles G. Koch Foundation. For the Mackinac Center, Professor Russell published "An Introduction to the Overton Window of Political Possibilities" and "Judge McKeague and the Cost of Confirmation."
At Patrick Henry College, he teaches Economics for the Citizen, International Economics, Public Finance and Taxation, and Public Economics.
